It doesn’t.

Open the case file, compare two records side by side, and attach the evidence behind each finding. Follow a paper trail through numbered forms, a blocked submission, and a page someone refused to let disappear.

Release eight grants tomorrow—or hold all nine for a wider review? Once you establish what the records support, choose between an individual correction hearing in two working days and an independent batch review that holds every payment for five. Both preserve the evidence. Neither choice removes the cost to the people waiting.
